The Ontario Trillium Foundation (OTF) ensures the accountability of public funds through a fair and transparent application assessment process and funding decisions based on the recommendations by volunteer Grant Review Teams. To maintain the highest standards of accountability and transparency, OTF does not transfer active grants from the approved grantee to another organization.
This policy outlines OTF’s approach to transferring grants.
OTF does not transfer active grants from an organization approved to be the grant recipient to another organization.
In cases where a grantee can no longer deliver the program or activities funded by the grant, OTF will rescind the grant. Other organizations may apply in the next round of grants to continue the program or activities of the original grant, subject to a full and complete review, and subject to the recommendation of the GRT.
When necessary, OTF will make administrative transfers where the original grantee has changed eligibility status, organizational status or the transfer was anticipated as part of the original grant.
Transfer of Active Grant: moving grant funds and obligations from one eligible entity to another. Includes transferring the grant from one member of a collaborative to another, and from one grantee to a separate organization. This does not include administrative transfers.
Administrative Transfers: Updating grantee information when:
- the grantee changes eligibility status, for example from not-for-profit to registered charity, or
- the grantee changes organizational status, for example through a merger or restructuring
- the original grant built in an anticipated transfer as part of the work plan, for example anticipating a separate incorporation of a mentored unincorporated group
